Maryland Courts is Hiring an Employment Services Specialist Near Annapolis, MD

This Employment Services Specialist is responsible for the full performance level of work, ensuring appropriate and consistent Judiciary-wide promotion, implementation, and execution of the law clerk program, human resources (HR) transactions, and the day-to-day operations of Employment Services.

This position focuses on developing, improving, and coordinating the full-cycle employment process for law clerks. This includes but is not limited to, advertising and recruiting, onboarding, assisting with benefits enrollment, and assisting with salary actions, as needed.

This position provides technical assistance, direction, training, and guidance on employee services, benefits, and financial disclosures to HR and other staff of Judiciary agencies but does not supervise. The position performs confidential and sensitive work in a variety of HR program areasfor assigned geographic regions and for various Judiciary agencies in accordance with applicable legal and technical guidelines, personnel laws, regulations, policies, and standards.

This position provides skills and knowledge to various problems, issues, and projects involving analysis, evaluation, judgment, creativity, and consultation, often engaged in activities that require innovative thinking and applying theoretical knowledge in the public personnel domain.

The work may require travel throughout Maryland to perform on-site visits at Judiciary and other locations.

Education:

Bachelor's degree from an accredited college or university

Experience:

Two (2) years of professional work experience in the fields of human resources, court operations, or legal.

Note:

Professional work experience as defined above may be substituted on a year for year basis for up to four years of the required education.

Knowledge, Skills, and Abilities:

Knowledge of the theories, principles, and practices associated with public personnel administration.

Knowledge of research techniques for collecting, tabulating, evaluating, and presenting data.

Knowledge of the provisions of the Judiciary policies, rules, and regulations.

Knowledge of federal and state personnel and equal employment opportunity laws.

Knowledge of the State of Maryland Health Benefits program.

Skill in the use of human resources information databases.

Ability to operate a personal computer.

Ability to work in MS Office/Word programs.

Ability to comprehend, interpret, and apply complex, technically oriented laws, regulations, rules, and policies.

Ability to resolve complex personnel problems by applying various methodologies and deciding between alternative solutions.

Ability to apply and demonstrate strong organizational skills.

Ability to provide guidance and accurate information to managers, staff, and administrative heads.

Ability to develop and give presentations.

Ability to communicate clearly and effectively both orally and through the presentation of concise and comprehensive analyses and reports.

Ability to deal with difficult people

Ability to maintain a harmonious and effective working relationship with supervisors, subordinates, public officials, and the public.

Ability to coordinate work with other Human Resources offices, external departments, and agencies.

Ability to maintain confidentiality.
